3. Design a multigigabit, redundant backbone infrastructure, which includes the major Points of Presence (PoPs) in Kumasi, Accra, and Takoradi, as well as substation PoPs 
4. Design scalable last-mile connectivity infrastructure to the thirteen (13) institutions, as well as for future expansion to technical universities, university colleges, senior high schools, etc.            
5. Advise on active network devices to be used to implement the nationwide infrastructure              
6. Advise on the upgrade and integration of existing infrastructure of the various institutions into GARNET via ECG’s optical fibre infrastructure
